Put potatoes and garlic in a large pot with salt and enough water to cover the potatoes. Bring to a boil, cover and reduce heat.
Simmer for 20 minutes or until potatoes are tender, drain and return potatoes and garlic to the pot.
Finally, add sour cream and rest of the ingredients. Using a potato masher, mash until smooth. You can use a handheld mixer but be sure not to overmix the potatoes or they’ll turn gummy. No Bueno!
Season with salt and pepper to taste. Put in a pretty serving bowl, sprinkle with a few chopped chives for color and enjoy!
